Following from Canton No. 94 October 3rd.
Your telegram No. 141 (Peking to Foreign Office
On receipt of news from Hongkong I made
immediate personal representations to Commissioner
of Foreign Affairs and Canton naval authorities who
gave usual promises to despatch men of war and troops.
I had previously (September 22nd) communicated
urgent warning to Canton government from Hongkong
police that piracy was being planned and that ship
would be taken to this actual spot. Military head-
quarters promised to take all precautions but
apparently did nothing.
